Why is Toolshed still locked in my group? *spoilers*

I finished the second night quest, and am in the third day, and for some reason Toolshed is still locked in my group, even though I haven't tried to infiltrate his team yet. It's kind of annoying because I really don't like the character from a combat perspective. Also, for some reason I haven't put my costume back on. When I edit costumes it shows what I should be wearing, but I'm wearing street clothes even when fighting. Is all this a bug or am I just impatient?

There are definite scripted moments to twirl and change clothes. You can’t switch in/out of street clothes at will. Toolshed will unlock after you go to Tokens house. Same time ♥♥♥♥ characters will all lock.

I had this same thing happen and now I think I am stuck in limbo because I went to his house and did that quest and now I dont have a new quest to do.
