Please list your hardware and software. They're of great help. Are your Display Drivers up to date ?!
Try to verify Cache from properties of the game [From steam, right click in the game, local files, verify integrity of game files].
Open Task Manager and see if the process [of the game] is running.
Try Windows 7 compatibility mode as well as running the .exe with admin privileges.
I'm just lurking to see reception, i can't help you first hand testing on my side, but those are general fixes.
Also, try to restart your PC, make sure you're connected to the internet throughout the process to authorize your PC to run the game.
Disable as many applications you don't need as possible and start a process of elemination.
Edit, some of those applications run on Start, you can disable them from Task Manager - Startup Tab.

So I'm pretty sure I should be fine. I've already verified the cache and restarted my computer, those didn't help, although I might as well try again now that the driver is also updated (?). When I watch the task manager as I try to open the game nothing shows up. Also, I don't know how to go into compatibility mode (if that's even a thing i can do in windows 10), and I don't know what System Monitoring applications would look like. I haven't found MSI AfterBurner, and if I have a different one(s) I don't know what it would be called.

Locate the game's .exe and right click on it for properties.
Compatibilty tab, check Run This program in Compatibilty mode and start with Windows 7 [or use the troubleshooter].
At the buttom, you'll see Run this Program as an Admin. Check that one as well.
Which sys monitoring apps are you using? Try to disable all unneeded applications. Just to eleminate what may cause a problem.
And unplug controllers as well, that's a weird one i know, but it does happen.

You can also request support from the Support option on the right when highlighting the game. Steam will give you support/contact info for the publisher/developer.

Don't ever download or install anything from unofficial sites. Check, double and triple check.
Keep your windows updated and you won't face the hassle of updating redist's manually.
Make sure the game .exe won't trigger your anti-virus. If you're using the built-in windows, rest assured the devs have encountered that. Any third party AV, may have not been tested.

Finally, make use of the support information Steam will provide for each product they sell. Contact the publisher/dev team and let them know you're facing issues. Increase your chances of receiving a patch from professionals. Not little ol' me.
I know this fix will not work for everyone, as there have already been a lot of other things that worked for other people while I've been waiting. But, you can be sure that this is a verified case of the game finally working.
BTW, if you are going to try what I did, make sure to follow a couple additional steps. YES, I know you have probably already tried uninstalling and reinstalling UPlay, I did too, but if you go to their website and follow their specific instructions they are more specific about what files to uninstall. Also, if it makes a difference, I did choose to uninstall all other UPlay games when in the uninstall launcher.
