It was already available as $2 DLC for a while but seems to have been removed.

Besides, it was a joke. In the first game, they offer you tips and rumours for $2.

Well, you do now. For at least a few days, you could buy Towelie as DLC. I don't know why you can't anymore. It's entirely possible that it's just down for maintenance right now and will be back later. I've asked about it in the Ubi forums, but I've not gotten a response yet.

It's not available on Steam anymore in the US. This is probably because of an agreement that all DLC sales will go through the Steam store if the game was purchased on Steam.
