Before hitting that refund button...

You need to install the extra Redistributable from here:
http://www.microsoft.com/en-us/download/details.aspx?id=26347
For some reason steam doesn't do this correctly.
You will need the vcredist_x86.EXE even if you are on 64-bit.

You will also need to go into the game folder here:
C:\Program Files (x86)\Steam\steamapps\common\Ship Simulator Extremes\Resources\redist
And run PhysX_9.10.0129_SystemSoftware.exe

Lastly you need to go into the game folder here:
C:\Program Files (x86)\Steam\steamapps\common\Ship Simulator Extremes
And run Unregister.exe

This should get you past all the errors and finally get the game running.
