How do you latch tow boats to the boat you are supposed to tow??????

"Latch"? Do you mean connect? Well on the icons in your right corner it should be a button for "towing", press it and your bollards apear yellow on both tug and the ship you're supposed to tow (they have to be fairly close), use your mouse arrow and push the yellow bollard you wanna use, it will now turn red, now push on the yellow bollard on the other ship, it will turn red and voila: you're connected...
