So do we meet Satan in this game?
Or is the Red Goddess suppose to be Satan?

Yes, as with Dante's Inferno, Satan here has three mouths, for the purpose of eating th three traitors Judas, Brutus and Cassius. The Red Goddess on the other hand is the Harlot of Babylon
From what I have seen in the game there seems to be a rivalry going on in Hell amongst Satan (the dark lord) And the Red Goddess ("♥♥♥♥♥ of babylon") As in the Baphomet ending the Baphomet - (Satan's version of the Red Goddess's Succubus) says to Nimrod "Your soul always belong to our Dark Lord, Not that Red ♥♥♥♥♥" or something like that

You don't meet Satan. The big devil-looking creature is a rather literal interpretation of the Beast of Revelation. He actually has 7 faces and 10 horns. Satan is referred to as the "Dragon" in Revelation. The Red Goddess even describes the Beast as being simple-minded and unable to focus it's full aggression without Nimrod possessing it - which is what she's been grooming him for the whole time. Satan, on the other hand, is incredibly intelligent and powerful. Now why the Beast can break through the barrier at the Tower of Babel and Satan couldn't do it himself is not explained in the game, though it's a common misconception that Satan is actually in Hell. From what's written in the bible Satan is NOT imprisoned in Hell, but travels freely in creation tempting people and even accusing believers in front of the very throne of the Almighty. In Revelation Chapter 9 he's given a key to the Abyss to release those imprisoned in there, prior to being chained and imprisoned there himself by the archangel Michael for 1,000 years.

It's very possible the Dark Lord referred to ruling over the Black City is also not properly Satan, but one of his subordinates, such as Abaddon, who is said to rule the Abyss.
