its depends, akkerman at the southwest end of the map can sometimes have it for 99 thaler

Akkerman, as Roastbeed suggest, is the best place to get salt. Kyzermen may occaisionally have three bags for 130-150, but Akkerman is the cheapest and most plentiful stock.
