I mean... characters bouncing about like South Park characters is laughable.
1. they want to provide a great amount of content, which is most of the time incompatible with gorgeous graphics and animations.
2. they are indie and don't have much resources.
3. making good animations is hard. I DO prefer no animation than crappy animations in this kind of game.
I'm pretty sure they didnt make this choice to offend you...

No. This is true for 3D charcters, not for 2D that doesnt use modular animation. Btw, if you find it easy, go ahead and make your proposals. The devs should be happy to work with you if you don't ask too much. Good luck animating 1000 characters though.

3. Hahaha, no. They clearly have good sprite artists working on this game based on the quality of the sprites themselves. Which is why it is all the more perplexing.
Also, yes. It reminds me very much of the way South Park does it. You'd be blind to not see if it you are familiar with the show.
Drawing a wonderful sprite and animating it are two totally different things. There are 1000 sprites. 1000. Can't you understand that even companies like Nintendo, Sony, Blizzard, Bethesda or w/e wouldn't animate 1000 pixel art characters ?
Comparing a game with a show just demonstrates your lack of knowledge concerning indie RPG games... There are so much of them using this kind of process, why didn't you just name them ?
w/e, i guess there's no point arguing with you at all. I answered your question, that should be enough. So... that's right, you win, the devs just made this choice to offend you. They had 200 artists working on the project but they all spent their time watching South Park 7d/7 instead of working. That's the only real explanation for this result.

You must have some kind of rare brain disease, I don't know... You can't understand how "high end production" and "high end content" are incompatible for an indie game dev ? I can't help you. Do you remember No Man's Sky ? It's not an old game. You may know it and that should help you understand those simple facts.

The entire game was made by one guy, excluding the soundtrack. ONE. GUY.
The whole game is made by 1 guy just 1, and if you don't like it just don't play it.
