You can "Reforge" properties for a good weapon, but doing so mostly requires tempering to view specific rolls from a mostly randomly generated list of properties to choose from. This way, you don't need to spend tons of money and time rolling random properties over and over (because Team Ninja thought it'd be funny to add bonus damage against specific enemies as garbage rolls).
However, tempering requires Umbracite and its higher tiers to view more options per temper, and these are acquired at a slow rate early game since you can only obtain these through Twilight missions or co-op. Because of this, it is often suggested to not temper anything below Divine.
Maybe deeper in the abyss I will get something that will allow Soul Matching newly forged equipment to current + value of the other gears.

I think the best times to forge are in NG+ or after you beat Way of the Nioh and reach floor 30+ of the abyss. Though in NG+ it is also fairly easy to obtain a good weapon without forging. The main reasons are that in NG+ there is a new item rarity, you can forge it quite easily, and there is an extra stat (+ values) that is easier to deal with in NG+ than NG++ and higher for forged items.
For endgame forging, it is mainly for when you want to min-max your build and choose which special effects end up on your weapon. There will be a lot of save-scumming though lol unless you're hardcore like that
Though early game forging does have some benefits, mainly the halved stats for forged gear. If you can get a smithing text for a set you want to use but don't have high enough stats for you can forge it and you will only need to meet half of the requirements. Also useful for min-maxing certain stats I guess
So forging weapons is for mostly endgame.
