I'm not out of stamina, just stunned for a period just long enough for them to be able to continue to hit me without me being able to do anything.
It seems to happen the most with phantoms that spam the thrust attack.

Soulsekiborne games seem to keep doing that. I was planning on playing NieR directly after completing Sekiro, but it just doesn't seem that fun now..
In Nioh, responding to getting hit with holding block seems like the optimal course of action most of the time, so getting that down will be pretty helpful. That was quite the curveball for me too, because I never used blocking in Souls games due to it feeling so cheap there.
When you get hit, try to use block then dodge.
Heavy armors might get you out of combo whenever you're hit.
You'll need to take three hits before being able to dodge if you're wearing light armors.
That's my experience when I change light armors to medium armors/heavy armors.
You need enough "toughtness" to avoid it. 1-2 pieces of heavy armor do the trick, most of the time.
Other thing you can do is attack first and stagger them first. If you have good reach and break on your weapon, it should work on everyone not vearing heavy armor.
There might be mechanic to let you escape, similar to dark souls. Where you can roll after being hit, or start guarding to break the stagger chain. I saw it mentioned on the forums here but don't remember where exactly.
Might be worth a try if you can't get heavy armor.
As long as you have ki and the bar is not glowing red it means you can do that and get out of harm's way.
It does take some time getting used to it instead of spamming the dodge button and taking the next hit but it is so incredibly potent that it allows lower skill players to also experience the long dodge distances and high ki regen of light sets without dying by taking the first hit of a combo.
