How does weight affect my character?
I've got the gist of it and I'm an experienced dark souls player but is it the same as dark souls as in; as long as I stay under 70% there in no weight penalty? Also does light vs. heavy armor make a difference as long as I am under 70%?

I'm using that chain and sickle weapon but love the look of heavy armor.

Weight affects the distance of your dashes/rolls, probably even your moving speed but i'm not sure. There are item prefixes that grant you bonuses depending on your armor weight, and bonuses depending on how much armor you're wearing.

It affects the agility. Agility -> dash speed, dodge distance, ki regen. Some weapon has scaling to Agility for bonus damage,

30 or less , rank A
Between 30 to 70, B
Between 70 to 100, C
>100 , D.

armor toughness affects more things it seems staying under 70% and having some toughness is sweet spot

Right I've got that. But is my guy going to dash farther/quicker when he is at 60% weight vs 69.5%?

There's no functional difference between 30% and 69.9% equip load for instance, just like 70% and 99.9%

I'd recommend wearing armour that A) gives you the weight you want and B) gets passive bonuses from the stats you're using for weapon scaling.

I'm also using the sickle n chain thing w/ dual swords and they both scale dex and skill, so i'm using light armour that also gets passive bonuses from dex or skill, like the Shinobi gear. You don't have to do it this way though; if you wanna wear heavy armour, I'd think about puting the minimum points in the required stats to get the bonus (Strength and stamina for heavy armour?).

Also, some armour sets give you bonuses for wearing more than one piece of the set

You said you like the look of the heavy arnour. Did you know you can change your armour's appearence by going to the blacksmith and choosing 'refashion'?

In the end game it is more than possible to get 200 Toughness while remaining in A in Agility (best of both worlds). The lower your agility, the more stamina you lose when dodging, blocking etc, the lower your stamina recovery and the less i.frames and range your dodge has.

Also DON'T put Agility scaling on your weapon, put it on your bow. If it is on your bow it will also affect your weapons for some reason, Familiarity Damage Bonus does not. So for highest output put Agility Damage Bonus on your bow/gun and Fam Damage Bonus on your melee weapons.
There is also an innate weight damage scaling that caps out at around 10% if you hit 30.1 lbs of gear. This is in addition to the equip weight bonus affix for weapons (which also caps at 30.1 lbs). It should be noted that the difference in damage bonus between 30.0 lbs and 30.1 lbs is massive. It goes from like 4% to 10% with just that last tenth of a pound. You also seem to get some sort of damage bonus if you are naked according to some stuff I read but thats not worth at all.

So either go light for A rank agility and get a ~15% damage bonus or go medium for 30.1 lbs and get a ~25% damage bonus assuming you get the corresponding skill. Also in order for agility or weight bonus to have effect it needs to be your actively equipped weapon, it can't be in the back up slot (although you can just put the bonus on both ranged weapons and not worry).

200 toughness is the cutoff for poise or whatever it's called in this game. You toughness number changes from green to blue and you gain super armor on your attacks. Really devestating hits can still stagger you but most human enemies won't be able to as long as you keep attacking. It also reduces the amount of ki needed to block. Agility increases evasion and movement related stuff and makes it cost less ki.

EDIT:also if you pick up a piece of gear (maybe you need to sell it?) then it gets added to the refashion menu. You can make any armor piece or weapon look like any other (of the same type). You can easily wear light armor and then refashion it to look like badass heavy armor.

I read somewhere in game that the lighter your armor, the more ki would be used when blocking and vice versa, you would do more ki damage the lighter you are. Is this what toughness is?

Yes. The correct statement would be: "The lower your toughness, the more ki would be used when blocking and vice versa"
Your weight % does not affect blocking afaik

But it affects ki regen speed, so even if you are planning to go full heavy armor and block everything it still isn't that great. Imo always mantain <70% weight, if you plan to wear heavy gears definitely level your stamina to increase weight limit.
