As for damage - the highest unconditional damage you can get out of a light armor set seems to be Sarutobi - about 10% more total than Red Demon - and it's not really fair to directly compare that to medium sets like Kingo (that I was using for quite a while) and WotW because of how much extra damage you can get out of stacking Agility Damage Bonus on your ranged weapons while having A agility with light armor. The same Sarutobi even before complete optimization outdid Kingo by about 20% because of that.
Majority of anything in overwhelming majority of cases is trash. That's how comparing things works.
And if you are thinking about picking up a new weapon type - please, for the love of Blood, don't pick tonfas. Use a normal weapon, like sword, dual swords, spear, odachi or even axe. Even Ryu Hayabusa uses a sword as his main weapon.
They're basically the same but Black has the original Ninja Gaiden game playable on it while Sigma doesn't, but Sigma has more weapons and more missions than Black does.
At least wearing the entire Red Demon set doesn't actually lower your potential damage output.
The items drop a lot as well; which is why you will see a lot of people using it.
Combine that with the cost of Soul Matching / Reforging in the midgame; a lot of people won't bother changing out of it, if it still works for them.
