"just like if it is loading textures for that portion of map" - thats 100% true. And you can do ~ nothing with this thing. I'm think it's part of "console-optimization" options for engine. And even if you try to set all graphics options to low - same places, same locations, stuttering will waiting for you =).
So if there is no cure, i just wish to know how impactful is this on the rest of the game. Or if this issue hit just few systems, and im just unlucky.
Firstly, the stuttering isn't optimized/reduced by a SSD at all in my experience. In fact, i'd honestly wager it made it worse in the long run when I plugged it into one. You're free to test this, but my experience has proved that the HDD runs just a bit smoother in this instance, and I've legitimately no idea why that's the case.
I ran a pretty standard setup. Turned off shadows, and basically maxed everything out else because that was the recommended course of action for a rig as beefy as mine. For the most part -- Yeah, it's playable like that. Got a somewhat-reliable 60FPS, but I wanted to delve deeper and see if there was anything else I could do to help it be more stable, because Yokai fight's tended to be very laggy when a bunch of the miasma would show up.
What I found to work for me is going to sound weird, but hear me out: Max your settings.
I don't know why/how to even explain it, but for some odd reason leaving shadows OFF, along with other options seems to make the game drag for me, and having shadows to Low was even worse than having them "OFF." Yet I found when I have everything maxed and pushing my GPU/CPU a lot more, I've noticed considerably less stutter when the game streams in models/textures and event cue's like it does on occasion.
It also seems to keep a solid 60 in basically every encounter -- even those pesky particle-effect heavy one's with massive Yokai. I'd like to test it with Nue to make sure, but I haven't gotten there yet.
Maybe give it a shot yourself, and let me know the results. I can really only hope that this helps.
I'd first try maxing the settings at the resolution you normally play games at, and see if it improves. If it doesn't, try upping the resolution steadily towards 4K, and if it gets worse, then unfortunately it sounds like my method didn't work for you, which would suck. :[
