when you unlock difficulties ( basically finishing main story to unlock new NG way of the demon, way of the wise, way of the nioh ) you will unlock levels.
I'm in 'Way of the Demon' and still at level 400 for cap.
no idea if this is supposed to be this way.

lvl cap from way of the demon to way of the nioh is basically 400 to 750, so 401+ will be from the start of way of the nioh

P.S: if u want to skip the entire difficulty of way of the demon through the story mode, i can help rush with u through bosses, IF you want.

i don't play every day, but i could hit you up and ask if you're up for it, i guess.
i won't be able to get very far with that level cap now.

Sure, i personally play it from time to time, or if a friend wants to watch me play it lol. xd

Honestly, I don't get why games like this have a level system anyways. If enemies just scale to you (meaning it is impossible to power level like you would in any game with a level system), there's really no point to having them. So in a game like this, whether your level 1, 400, or 2000 its all the same anyways...

well, no, it isnt.

even though i'm level 400 now, enemies are nearly level 500.
the playthrough and missions in it determine enemy levels, they dont scale to you.

So then you can power level? It certainly doesn't seem like you can since the enemies still seem to hit for the same damage regardless of your level. If it is possible, Id be curious to know if there is a guide out there of enemy boss levels and the recommended level for fighting them with relative ease.

Well, the way I personally understand how to power level in this game... skip as many missions as you can, jump difficulty as soon as possible and progress the farthest your skill as a player / gear / skill points will allow. This way Amrita will be plenty and you will level very fast. Collect better than what you can forge / trade from hidden teahouse items gear, get all the plusses for soul matching and kill revenants for sets you want. At the very start, try to avoid odachi / axe / tonfa (due to Dojo shenanigans in this game) and heavy / mid armor sets (you could use them once you have enough levels). Once you hit the wall, drop down the difficulty and do missions that will net you skill locks. Keep changing between difficulties like this and do dailies (twilight missions in all difficulties) til last one - WotN.

it all depends on your skill mostly and build. I don't read mission level on the region map as "recommended" BTW. The way people see mission level=recommended does not make sense to me. Max level for your character is 750. There're mission levels above 1200. How is that? For average player look at the levels of developers revenants to have an idea.

Oh, one last thing. For me personally, since I'm not very good (and the reason I still play), and I always play drunk (post too), the easiest to power level was kunai build. All bosses achievements / getting prestige points was a walk in teh park, mostly. All the way to Abyss floor 999. So, if you are looking for the easy way...

Thats because your gear matters a million times more than your level, enemies won't deal less damage just because you are higher level, by level 300ish you build is mostly complete and after that your levels just add a very small amount of extra damage/defense.
