And DARK SOULS II: Scholar of the First Sin doesn't put the DLC keys straight into your inventory like the original, unpackaged version.

People have said already that they've found the items as drops.

Why is it an issue for you anyway? Consoles always get exclusive crap, it's a business thing.
So you don't get a gold variant (or maybe you do I don't have all the texts yet)
PC gets a kabuto that PS4 doesn't, just how it goes. It's always that way and it's a non-issue

Definitely looks like it. There's one unnamed item in each weapon subgroup, which would be each one of the weapons from the deluxe edition of the game, there's 3 unnamed ones in the kabuto section which would be the three japanese kabuto's , there's 5 armor pieces missing right above the golden nioh armor which could be the regular nioh armor. And an appropriate amount of unnamed missing texts. Question now is if they only disabled them or removed them from the files completely."

To put it differently, the base Nioh set, the Nioh Weapons, and the Good Fox, Lucky Tanuki, and Dragon's Visitor Kabutos have all been dummied out of our copy of the game along with their smithing texts and any dev placed revenants that would have dropped them.

What has NOT been removed are the Golden Nioh set (obtainable in the abyss), the Crimson Sanada set (farmable off of Sanada along with the base Sanada set), and the Onryoki, Hino-Enma, and Ogress Mask Kabutos (farmable off their respective bosses).
