Water Sword

I see some people moving while using water sword skill. When I do it I stand still. Is there an upgrade I have to get.

You mean talismens (Buffs?) It's a 'magic' skill, along with a random drop from most all enemies.

The buff isn't instant, and it takes a couple seconds to apply. Although there is an ability to make it instant.

If you mean you're no longer moving (no animation for 10 seconds or more) that's certainly a bug. Try to varify your game on steam, restart your computer and test the same skill out in a different mission. If that doesn't work, it's an issue with your computer or a conflict of some sort.

There's an entirely different skill for dual swords that is very similar in appearance to Water Sword, but you rush forward the entire time: Random Slice. Is this perhaps what you're looking for?
