Regarding AMD cards
It seems the game doesn't utilize the 3d performance mod, which result in lower clock than intended (850MHz instead of 1080MHz coreclock for me)
any AMD user can confirm this also?

I'm using an R9 390, and the game runs 1080p/60fps/max settings. No performance problems, but the game does crash periodically between load screens. The devs haven't even addressed the later issue at all. FYI, I never crash when killing enemies, 100% of the crashes are on mission loading screens, usually before entering a mission, but sometimes after as well. Never happens while I'm in a mission. Seems like a specific issue that's different from the people who are crashing inside of missions.

I use a R480x 8GB and the game runs like a champ. The only issue I had was crashing at the end of the cutescene going into the first DLC

R9 380X and the game isn't quite smooth with particle effects capable of dropping framerate and AO/reflections needing to be disabled due to performance drops on some areas. Other than that, I don't experience crashes.

I used to have the same problem with my Radeon 7950. I just used AMD afterburner to overclock by 5 Mhz which stopped the card from dropping down. A bit annoying but an easy work around.

So you only increased the coreclock by 5MHz, I mean you didn't change anything else?
Also what is your default clock?

I'm getting a similar problem. My R9 280X is overclocked to 1125MHz. But after starting the game, his clocks falls to 1000MHz.. (WHQL driver /AB/AGTII - Does not work)

Since I didn't find a solution, I just flashed the same bios but with all coreclock values set to 1080

I followed your path and modified bios. This is not a very reasonable step, but still... And I found out that the game in my case stops at position # 6 (performance mode) https://imgur.com/a/RKuRxZ6

I had to reflash bios twice. :D

the values in my bios are arranged in different way (in performance mod it is:#1#2#3#4)
and also since the game was running @850mhz instead of 1080mhz, the two values which in 850mhz are for me coreclock #2 (in performance) and coreclock #6 (in UVD)
so try to change UVD also and/or coreclock #2 (which is a performance mod for me)

It was not necessary to make any changes. UVD has a common setting with State 1 - performance #6, and the original bios does not have positions # 1, # 2 and # 3 https://i.imgur.com/NyGnEt6.jpg?1
