Can't switch weapons

So i have two weapons equipped. My first weapon shows up in a box on the right side of the screen but my second weapon does not show up in the box above it even though it's equipped (i can see it on my guy's back) and i'm unable to switch to it. Am I doing something wrong?

Use the directional buttons to choose the second weapon, when pressing rb down first.

Same issue here. I know how to switch weapons, but the second weapon does not show in the upper box. I'd rather not have to start over just to skip the tutorial...
