FPS changing between 30 and 60 randomly?
My game is running pretty smooth at 60 FPS but it seems to randomly shoot down to 30 for a bit then back to 60 - nothing in between. Either flat 30 or flat 60. Is this an issue with the action/cinematic mode the console version had? What can I do to get it to stick to 60?

it change to 30 fps becuz they cap the movie to 30fps to fix the voice and subtitle problem , and kt just noob at port to pc without make movie it 60 fps

Exactly this. In game cinematics or in engine scenes are capped at 30, the rest of the game is capped at 60.

I noticed that happening in cutscenes, which doesn't surprise me, but it's happening outside of cutscenes as well. In particular when I pray at a shrine it goes to 30 then back to 60 a few seconds later
Thats just the stupid effect thats happening. Wouldn't worry much.

If you are using Vsync on a 60Hz panel, it will drop to 30 when the game is not able to maintian 60. If the game is not able to maintain 30, it will then drop to 15. It's just the way Vsync works to avoid tearing.

I don't have it installed yet. Others are saying the game has a launcher which has all the settings for the game.

You may wish to turn details down a little to maintain 60 or even use Afterburner, Precision X or AMD's frame pacing to limit FPS to 30. Vsync off tends to have tearing.

vsync does that.
if it cant keep 60 it will have to halve it to 30 to avoid tears.
Thats why people buy gsync monitors.

Cutscenes are 30fps, which is not abnormal for games anyway. Even Wolfenstein II does that.

You can't, you'd disable v-sync in your control panel. I wouldn't advise it though, it doesn't require minimum input lag and with v-sync on it's far smoother

Actually you missed a step. It drops to 45 first. But we've already established that's not what is happening here.

wolfenstein uses pre-rendered FMV. it's a movie file while Nioh uses realtime cutscene. realtime should not be capped at 30fps. only lazy console port does that.
