Are submitted confessions moderated and released to the actual site/per update?

Personally, I'd like the idea of that, people being able to submit actual confessions via the submitting page. Obviously they'd have to be moderated first and whether it's a real confession or not would never be really clear.

I've started asking myself that when I saw a confession being the first verse of the All Star lyrics, followed by a sorry in a new line, which seemed so random and out of place, I thought it could've been user-submitted.

It's already the case. It was shown on stream that all confessions submitted through the game have to be manually approved before appearing in-game, without requiring an update. Sadly the dev is just one guy, and there's thousands of submissions by now.
