1 - Space the living areas within walking distance, or just evenly spaced between major work areas (method is outdated and not really needed anymore, due to hovercars).
2 - Just set up the houses wherever convenient, and then wrap the needed services around in blocks.
3 - Space 4 skyscrapers together in a square (you can't do this with those rotating skyscrapers, due to hovercar restrictions), wrap a tunnel around them, with access to other areas, and wrap the different services around them. (Not tried this yet, but I'd like to).
4 - Set up all the services in one area, and wrap a tunnel around the area, and then space skyscrapers around this spot (a much better idea for hovercar skyscrapers). I haven't attempted this one either, but it sounds appealing to me.
Ooooo :o, I like your setup. I'll have to try that one as well, I've had issues trying to set up those mega structures so that the colonists can enjoy them in an appealing way.
I forgot to mention my layout provides 382 jobs & 620 power. It probably takes a bit too long to put together to be viable in most campaign missions, but I've done something similar that lacks the Stadium & Earth History centre, which is also a bit easier to work with when it's half-finished.
