Wait, what?!? I never noticed that in the description. You mean the poor colonists are put to death rather than simply going back to the mothership from whence they came? That's crazy.

Fine then. My point is not to discuss euthanazia. I think that having homeless people have an effect on the game could add some more challenge, like in Tropico where they start building their shacks on their own.
I personally would think it would be more humane just to send extra colonists back to the ship if you demolish a building that has extra people in it. Seems kinda stupid and INhumane to kill them off like that. We most certainly wouldn't do that in real life if a building had to be demolished and you had no new space for the residents at that time. I'd send them to the parks or hospitals until the new habitat/skyscraper is built.
Since I can't do that in the game, I just make sure the new, larger housing structure is built before recycling the old one. This is especially true at the beginning when you build your first habitat and move the colonists out of those lousy, temporary lander quarters.
To say that this is unideal is an understatement.
I do believe that the following should be true:
1] Immigration will not be permitted if it would leave you over-cap. I mean, this is just simple sense; if a place has too few bunks, nobody's gonna come. Radio is a thing, you know when a colony is approaching no-vacancy, well before you get on the shuttle.
2] If a colony winds up over-populated (say, if a housing unit is demolished,) people will take drastic action. This will start with overcrowding in existing housing units (it may not be the most pleasant, but with hot-bunking, crashing on couches and all, any given residental area can pretty well handle more than its "typical" occupancy,) then go on to housing people in the more comfortable non-residental areas (Bar & Grill, retail, parks, etc,) then in accessible industrial areas, and finally in places of last resort like the tunnels. Obviously, there should be huge overcrowding issues if this happens; morale would fall precipitiously, crime would rise, etc.
3] If a colony is overcrowded, people taking drastic action should attempt to leave, one way or another; any shuttles which can leave would have at least a few stowaways, obviously immigration shuttles would be taking people off, etc. If nothing else, people would try to commandeer rovers and depart overland for other colonies. If you tried to prevent this, there would be violence.
But overpopulation shouldn't mean that people are simply murdered. If that happened, there would be instantaneous rioting.
Wow, that is insane, I couldn't believe that the devs would really put this in the game.
But they did, I even found a short otherwise positive review that puts the euthanization as a negative.

And I agree with everyone here that a more elegant mechanic should be implemented.
Euthanizing people is bonkers, what kind of colony is this supposed to be?
