Drug testing

Yeah so basically I always miss them being on drugs, but how do I know that I can test someone? I know when I can test people for alcohol but idk when it's the right time for a drug test. Any hint?

So the characters just jitter and rock on the spot regardless. Unless they have red eyes, the only way I can pick up on body language is if I conduct the drugs test, which i get penalized for if it's not warranted. Any hints of what to look for when they're still in the car would be really appreciated because the game is simply far too janky to try and guess at what counts as body language and what is just a clipping issue.
