Fighting Mission not counting for achievement?

I usually use the Airplane "fast travel" icon when doing missions to look at the achievement clipboard locations and do those MOST of the day. Just now I had none available to me and I am 105 and up to Gamble City. I started at Humphreydale and analyzed which mission I would do next. I found Ralph up for a fight at Yoyo Island, and I was 9/10 for the "292:A Break for Ralph 1" achievement. But his "Achievement clipboard icon" was not up in Fast Travel menu and I was confused why not. I did his fight and won, but it did not grant me the 292 achievement, Why wasn't the clipboard icon up and why didn't it count towards my achievement?
