Yes i got spare budget being looking since 1.5year in FM 2017...
Is there any settings that techical coach / assistant manager takes the wages ?
No i didnt altered the budget recently..its like somewhere the budget slide is disabled.

First season : league / lost in group stage euro cup / won turkish cup
second season : near december ~ / 1st place in champions league / 1st in league..
Only solution for me was buying good players cheap, like when their club wants to get rid of them, and then sell them with profit a few seasons later when they performed well.
Or, sell players that earn too much. Robin van Persie I think earns 7,5M €. That way you can accumualte some money to your clubs bank account, which will give you more room to manage your transfer / wage budget.
