Why can't I hire staff?

Just bought FM2017 touch. I am only allowed to hire Director of Football, Assistant Manager, Chief Scout, Chief Physio & Head of Youth Development.

So basically, my club only consist of 6 staffs including me.

I tried managing different club from different league but the outcome is still the same.

Is it something new, cause my last FM is the 2015 version.

Check your board promises, you may not be allowed to buy other staff due to those and will have to wait till the promise expires, mine was 6 months.
