If the players at your club are improving then obviously their potential stars are going to reduce because you have better players than when they 1st signed.
I don't believe it's overall club related evaluation since they all lose both ability [left row] AND potential [right row] stars.
[sorry I'm playing Russian version so my game terms definitions may be confusing when I try to explain it in English]
Also it's happening within a single transfer period, when no new players are signed and no players show significant imporvement of skills.
Also based on my experience, they start playing like a log once the stars drop. I've fined once promising Dembele for 3 times in a row because of his poor field performance, and he'd agreed with all the three fines!
Trust me. I've been playing this game non-stop for about 20 years. :o
So you may notice the stars go down if one season you have no European football, and the next you're in the Champions League.
So do I get it right that the star system is a measure of value of both skill and potential of ANY player (inside or outside) compared to the club's current competition?
How does it depend on player's performance and training progress at all?
Are the players star rating and his estimated price correlated?
This can get an additional boost during the scouting/monitoring process depending on recent form, training etc.
Estimated price is more to do with the player's reputation in world and local football, combined with looking at the current in-game value and selling prices of similarly rated players.

If the star rating does'nt (or insufficently) depend on players performance - any ideas why do my players show considerable performance drop together with the rating decrease?
E.g. attack-wise: they just don't score. Attackers hit 10 meter high or wide, hit defenders or keeper, don't kick at all, ♥♥♥♥♥♥ posts are all bent - anything but scoring. Wingers can't dribble anymore or make passes to nowhere.
They're playing same league, same teams (I doubt 3 rookies might change the balance that much), no star transfers for competitors this seasons. Games they used to score 2-3 goals with like 16-10 kick/target ratio last season are now hardly scored 1 with like 12-2 ratio (based on 10 league + cups and CL games).
