No Scouts Available?

I have been doing a lower league save with Tranmere Rovers. I got promoted from National league to championship. I am right now in February 2020 in championship. Suddenly after January transfer window, I have "No Scouts available" at any player I try to scout. Even though I have, 1 Chief Scout, 1 General Manager and 8 other scouts. Is this a bug? My scouting range is surely not an issue as I get same message for England players also.

maybe it's the cost ? it costs money to scout players, maybe your finances are not good enough...

Err, what do you mean it costs money to scout? I do not understand.

When you ask them to scout, they don't just go home and look on youtube. They get on a flight and book hotels etc, that all cost ££

I am not getting message like that lol. I am just simply getting "No scouts available". As if I have no scouts at club, or even if I have, they are all occupied, but I tried after clearing all assignments and still same message. I have enough money for scouting, enough transfer budget as well as payroll.

I have noticed the pattern. I am managing International team also, so when I go to national team page and check their squads, it only appears for those particular national team players.
