wire puzzle - how to solve this one?
How to solve this one?

I don't see any way to fix it, as the target is 7 and the numbers you can use come down to 1x1, 1x3, 3x5.

What am I missing here?

Generally what often gets missed is that some plugs start with 1 power and others are 2. In this one the top plug gives 2 power and the other two are 1s.

Thanks, I did not know that plugs can have different values!

It's the puzzle in the medical bay, before a bridge in beta.
