Stuck - Engineering Gamma Quadrant

I am in the central hub in Engineering trying to get to the third floor door into the gamma quadrant. What am I missing? is there a ladder I am not seeing or can you not get to the third floor platform from the central hub? Help please.

There is level 3 Boots somewhere in Engineering. Use them.

you can levitate up there if you have the proper boot upgrade.

I’m confused here. I’m using this guide but it is saying to go to the third floor before it says to get these level 3 boots. Should I just do the get the boots part and then retrace back or am I missing something?

Stand on the nub of the ladder for some additional height and duck when getting up on to the walkway. That way you can make it to the top level with just the V2 boots. You can grab the V3 boots to make it simpler, but they aren't strictly necessary. You can see it done here at around the 1:30 mark: https://youtu.be/KSR9Wzm7OL8?t=92
