The doors unlock without having to go to the diagnostic log panel. They're triggered by the event on the Exec level itself.
Wut? That makes absolutely no sense.

I know this makes no sense - but until I pressed that button the diagnostic terminal didn't show it was 'ready' and I couldn't pick up the logs.

This was it for me. Specifically, the northern maintenance tunnels were not showing up as yellow door on my map. Instead, it was just marked as a green wall, because there is a small amount of space before the door.
The entry to the northern tunnels is directly north of the white elevator marker on the map, or directly left of the top blue elevator marker.
