You can use crates near Maintance big elevator to store stuff for later. I use it myself for guns/ammo/buffs. This area is fairly good since it connects to many other early and late game areas, so it's quick access.
The frequent lack of inventory space is just one of the frustrations with this game. It helps if you dump all the ammo for weapons you aren't carrying in one memorable place.
The cargo lift area in Maintenance is a useful central drop off point, currently mine is littered with weapons, ammo and plot items.

But in general it is very safe to just drop em anywhere on the ground. You can then place a map marker as a reminder of where you left the stuff.
I'll heartily second this recommendation (Maintenance has elevators to levels 4,5 and 6, as well as 2). It's basically a hub for the first 2/3rd of the game and somewhere we all return to for one mission or another.
I feel like the spacing on the Storage Elevator and the Recycler is an instance of copy and paste. They had working code for one and used that to create the other. The Recycler is particularly confusing to me because wouldn't you want that thing to be as big as possible?
