Honestly that fight was quick for me, I just ran to opposite ends of the room and shot him with a combination of the Ion Pulse rifle, a railgun shell, and some teflon SMG rounts. Just keep moving and shooting, since he rarely got close to me when I did that.
For the first and second fight thats the easiest strat even on hard.
He lacks abilities to counter close easily so you can just rip him to shreds.
On the final fight.... don't do that. He has a 1 shot mechanic for meleers. xD
Yeah, he's faster than you, but that's why I used the staircases and terrain to trip him up. I always made sure he didn't have a straightforward route to get to me. He either has to climb up or go around something.
See, this is brilliant, I have a big fat stack of mines saved up and I can't think of a better use for them either.
If needed, pop a reflex stim at start of fight to make it even easier.
Oh yeah.. where IS that grenade launcher? I feel like I've been all over Storage from top to bottom.
If you fully explore the place and reduce the security level to 0% you'll be walking out of there with goodies that will make everything easier.
Alternatively, you can find the Railgun in Executive level. There is not going to be more ammo for it for a long time, and the only enemies worth killing with it are bosses like Diego, and enemies you aren't going to run into until you reach the Security Deck (Which is when ammo for it starts becoming available again).
I personally use the secret security room on flight deck as my personal armory. It has a lot of shelves with good lighting, good distance from several central elevators and a stash, but most importantly it has a charge station to boot.
