Beware of NVIDIA drivers 535.98 - low frame rate
The below is 100% reproducable for me - but it might not just be the drivers - potentially some hardware details or graphics card BIOS might also play a role.
So, your results might vary...

System: Win 10, Nvidia 3080Ti (EVGA), i7-6700k, 32GB RAM

NVIDIA frame rate issue with driver 535.98 (the ones that mention DLSS for System Shock).

Cause:
As soon as gameplay starts, the GPU core frequenzy is stuck at its minimum (for me: 3080Ti, min is 210MHz while available max is 1950MHz).
That obviously causes framerate issues...

Nothing I tried could fix this issue with the 535.98 drivers.
I tried all of the following without luck:
- OS (Win10) restart
- OS shutdown with power off
- use Multi Display Power Saver included in NvidiaInspector to try to force clock up
- set power to max performance in NVIDIA Control Panel.

Then, I reverted back to the previous driver version (532.03) -> suddenly, all works fine again!

TL;DR:
Avoid NVIDIA drivers 535.98 - use prior version or try later versions as they become available
