What are these? Says it's an explosive device but I cant equip it, cant use it as a weapon. It does nothing.

I pick up a lot of them in Storage level and not sure they are of any use? Using my inventory space fully.

there are some piles of them in 2 different locations, I put them in the box just outside the freight elevator so I can come get them when I need them, I presume they are for an objective to blow something the hell up, but later.

take 4 pieces, you will need them at level 7

Ok, so it's quest based, no real use on enemies.

Correct, no use in game other than needing 4 of them for a late-game quest. I stocked up on as many as I could find before I realized they were story items only.
