Maintenance before Reactor?

After clearing two floors I'm a bit bewildered:

Should I go to Maintenance before Reactor? On one hand the enemies (Covid virus) are kicking my butt in Maintenance and I don't feel prepared.

On the other hand I read you need an environment suit before you can fully explore Reactor?

For the objective to fire the laser you need to go to reactor level. I went to reactor before maintenance, but you can explore that floor and then come back.

You can do the first real objective (Fix the laser issue) without visiting maintenance, it's what I did and while a certain part of the reactor level is downright brutal on hard and as you say might need enviromental suit you should be able to do the mission critical parts without much of an issue.

I'm at this part now, I assumed maintenance because of the message about the maintenance crew having the password something something for the shield, but I cleared out all of maintenance and there are a bunch of doors that you don't have access to, so I'm assuming reactor.
