Yes I still regularly go back to med for my free healing/recharge.
To be fair, most (all?) decks have dedicated medbays. The main Medical deck itself seems more like a subsection of Research, where more advanced (non-acute) procedures are carried out.
I really do think the devs should sit down at some point and figure out how to make the damn map properly functional.
You just have to suspend your disbelief around that in general. It makes absolutely zero sense for there not to be a turbolift all through the station right in the middle. At most there would be an extra one for the bridge for security reasons.
The way the elevators are structured is purely for gameplay reasons. Just pretend that these are all those secondary lifts that also exist, but the main one is permanently shut down.

I imagine there would be a lot of people taking the elevators to get to the maintenance level to use the bathrooms since I think there's only 1 each on medical and research.
