You need an email that has the code for it and then you head to Robot Maintenance on that level and shut it off.
Every other floor is finite with executive FEELING like it might be infinite but it isn't.
Research's breaker room is fairly aggressive for respawns, it's not unusual to revisit that and find 2-3 enemies inside. As far as medical goes, enemies should have stopped respawning by the time you leave unless you're speedrunning the level.
As far as your health and ammo situation goes, for health don't get hit. That means take cover. For ammo, use the sparq, it has infinite, on the first few levels it will kill anything you encounter just fine.
I did die a lot in Medical, specifically around the first computer core room - does getting regenerated cause more enemies to spawn? And no, I'm not speed-running, heh.
The sparq isn't infinite, is it? Only in so far as long as you can keep your power reserves up. Not getting hit is also a bit of a 'git gud' - this isn't a Souls-like, and the combat can be a bit random. I grew up on Doom, Unreal and Quake, so maybe I'm not as twitchy as I used to be, but getting hit is sometimes unavoidable unless you're playing ultra paranoid side-lean.
I haven't received any email about disabling the robot production yet, but I'm probably not up to that (I played the original floppy disk version way back in the day, but I don't remember all the story beats because it's been so long).
The energy pistol is infinite so long as you have energy, which every level has energy hubs for you to zap for more.
The first floor is finite and the cyborgs you are mentioning are just regular cyborgs, the assassins are the ones with the assault rifles that throw grenades and no floor spawns them - I just assumed you named the wrong enemy overall so I didn't bother correcting the typo.
But yeah that email is hidden behind a locked door that requires going up a ladder.
Research is the only floor that has infinite enemies until you shut off production.
If you need help finding that email, I don't mind sharing screenshots where to go. :D
No, only on that one level they wont spawn infinitely anymore. (Research)
Every single other level though, there is a very set amount.
Hmm... are you sure? Maybe it's changed in the final, but I do remember in the KS backer Medical demo, maybe around six months ago, that I saw a few areas where the floor opened up with those box frames to "deliver" more enemies to a previously cleared area. Or is that just something it does once or twice (or not at all any more)?

I played on maxed settings despite mission 3 to avoid the timer and I went back to floors a lot and there were just absolute ghost towns.
When I was going through Medical, enemies were definitely respawning infinitely until I basically fully finished exploring. Cages with mutants and cyborgs would rise out of the floor in the large central hallway fairly regularly.
What I have noticed is that respawns seem fairly limited to specific areas, almost always main hallways. There are also only so many enemies that can be active at once.
Side-rooms will never have enemies respawn in them unless a hallway respawn patrols into it, or it's a scripted event.
Nah, they are finite overall.
Security doesn't seem to play a role at all because I have had no spawning at all with over 50% security left and I had spawning at 0% security left. It is just a set number for every floor expect research.
As for your experience in medical, I have repeatedly done medical now on the highest setting and stopped all spawning long before I got to the CPU cores. They don't want it possible so you can go back there and farm medical patches from mutants it seems.
