Most important thing is reflex patch-best to save them for bosses and ambushes.
You can have turbo on so you can skate dodge his charged melee attack and dodge his ranged attacks easier especially combined with reflex.
Emp nade will stun him for a while then you can whack him him with berserk+lasier rapier or while he is stunned headshot him with railgun.
I used up 3 emp nades scorpion+magpulse+reflex patch to beat him on combat 3.
Use ammo with the higher armor pen for that gun.
Good idea to have your combat shield on too obviously and make sure to start fight with full hp and energy.
Once inside,
1: EMP grenade (preferably via grenade launcher to avoid mishaps) and Laser Rapier combo the boss. Retreat and repeat steps as needed.
2: EMP the boss and pump full of Shock Pulser rounds with kinetic weapon + armor piercing rounds as backup, evade/reload. Repeat.
Props to people that can plasma boot and fly around like cyber ninjas, but that's always ended in hilarious mishaps for me, so the above refined tactics have been the least expensive and stressful.
