*edit - unless it's the one where you jump across with the boots, in which case you open that door with the switch the video shows around that timestamp.
Press Tab and it'll be the icon on the bottom of the right-hand column. Kinda looks like boots.
You can make the jump with the boots you pick up on that level, in that hangar. v3 boots give more height but not a longer jump.
*edit - the v3 boots are really only needed to find the Skullys for the achievement and if you want to bypass certain things in Security or try and reach sniping positions.
I think in the beta version you could activate the passage to it from outside, but in the release version you definitely can't. You have to fly/jump over there. You can then activate the door, for easier access, but your initial entry has to be via the hanger bay.
Activate the boots in your inventory (V2 boots are perfectly sufficient).
Make sure you have at least 1/3 of energy.
Hold down the jump key until you fly all the way to the ceiling. Then, also hold Left Shift for horizontal speed and just coast across the gap to the Modkit station.
(There is a way to open an alternate route from it to the security station, so you don't need to do this again.)
