Ingeneering Gamma quadrant door

There is a room on ingeneering deck with exits to all four quadrants. And there is a door with "Gamma Quadrant" signboard above it. And that door has a red sign with broken wrench. I thought that that's simply deadend, but when I get sense implant I could see that there are are some enemy and items in that room. So it should be accessible, but I don't have idea how.
I already finished blowing up antennas and opened all the map except that door and door with "Core" signboard (which I believe is story-locked)
So any ideas how to get there?

Are you sure that this is Engineereng deck on your screenshot? I don't see such place on my map. Anyway I'm talking about another door

By the way I got an idea that probably I can access that room from south, but no luck. There are 2 forceshields blocking the way an button on the wall behind them.
Plus I noticed there another locked door with yellow sign which also makes me mad

But no! I just explored that area, there is a surgical machine and cargo and so on.. but the door I asked about is still closed and I see on your screenshot that you also didn't open it, so it's still a riddle

How do you get up to the third floor in this room though? THerre is a ladder but it only goes to 2nd floor. Feel like it is probably obvious but I can't figure it out.
