I disabled the safety interlocks on the Reactor level, but the laser is still active

So I'm on flight deck where I can't take the elevator to Executive ("power diverted to level R"), I went back to Reactor and explored that some more, found the room where to disable the safety interlock near the reactor core, used the code top open the panel and flipped the switch, went back to Research to disable the mining laser. However it fired (and vaporized a city), instead of stopping the charging.

Have I overlooked anything?...

You should also pick up a certain item from Research level and use it in Reactor level in another room to activate the shield before shooting the laser. Insert the item to it's place and remember to flip the switch.

theres a room filled with radiation to the left as you get off the elevator in research... you might find what you need in there
