Beta Grove locked by Shodan

I've completed the two other remaining groves and defeated Diego's first form , but I'm still receiving the message "Locked by Shodan" when I try to access Beta Grove. What am I missing?

There's two ways to unlock it. You can either unlock it in Cyberspace, or you can unlock it in Diego's 2nd office (yes he has multiple) with a button next to a live feed of the Beta Grove tram. 2nd office is located near Beta Grove itself and accessed through a vent in the bar lounge.
