Resolution Problem/1080p

I naturally can't play any game normally on Windowed or Windowed Fullscreen display because fps drops that time.
But this game on my pc(maybe elsewhere too) won't "cooperate" with Fullscreen display.
Meaning: I can set it on Fullscreen, but then 1080p won't work. Basically, even though options show that it is set on 1920x1080, the game has a lower resolution look and Windows pops up the notification, proving that it is not set on 1080p.
Is there any workaround?

Sounds like you've got windows scaling setting cranked up.

Weird...it looks normal now and Windows says nothing
