This noon, everything still seemed to be running normally. I was only playing single player, but there was no message at startup that the servers were down.
The minor patch isn't the problem, but starting today it kept messing the game.
Also, have any of y'all tried doing file verification? Mine keep asking 2 or 3 files equaling 3MB to verify itself, every time
Thanks for reaching out!
We did experience some unexpected server degradation for Anno 2070 over the weekend - this should now have been resolved.
Are you unable to connect / launch the game at all?

Hey there! Just saw your comment, so the answer might be a little late. But well, since nobody reacted, here it is: Everything's fine now.
I had the problem on Sunday evening, but the next morning everything worked normal again. So more than 48 hours ago, I didn't have any issues anymore.
Regarding your question: I was able to launch the game and start/reload my savegames, but everything was tagged as offline. So, I at least, was not able to connect to the servers.
Don't know if this information is useful in the future.
Stay healthy and have fun!
