Sorry for the delay in getting back to you with this.
This bootloop issue should have been resolved in a previous patch and reinstalling the game should help address this, resulting in no further need for the offline patcher.
Have you attempted a reinstall since completing the additional steps you've listed above?

thank you for answering.
I did reinstall many times before writing in this forum. And I tried it once more after your messege. I did try to start the game without changing any of the files. Did leave everything as it installs through steam. I was asked if I would like to use the system settings for the Anno 2070 graphics and confirmed. Then Steam or the game started Ubisoft Connect. The game tile in my taskbar disappeard and in steam I was able to click <<start game>> again. The task manager did show Steam and Ubisoft Connect as active but not Anno was not in shown in the task manager. I did start the game through steam again and through steam another component installed. This time the game started and I got to the screen saying that the add-on activated and I need to restart. In case I remember correctly before I got to the screen saying I need to restart a comand promt opend with some 15 lines. It did not disappear or continue. I clicked on restart and another command promt opend, this time without visible contents. After that the game startet and I got the messege that the add-on is activated and I need to restart the game.

In most cases, the DLC for our games are only compatible within the same launcher - so the Deep Ocean DLC would need to have been purchased through Steam for your copy of Anno 2070 also on Steam. This could be part of the reason why it is misbehaving.

a long storry short: After some conversation with UBI_Warlord from the Ubisoft support he is 100% sure that buying the Deep Ocean DLC on Steam will stop the error from occuring. I'm intending to do that in a future sale. Will let you know if it works.

got Deep Ocean DLC today on Steam and the game works.
Even better A.R.R.C. works as well.
What is a bit sad is that I got the Deep Ocean DLC many years ago on Amazon for Uplay (not Steam) It worked for many years and now I had to rebuy the DLC for Steam in order to continue playing.
Anyway it was only € 2.50 in the current sale and Ubisoft gave away the history edition of Anno 1400 for free on Ubisoft connect which seems to be compatible to my previous saves from the steam version of the game.

About the Anno 1404 HE: more important it's compatible with the offline original profile, of course if you before played offline.
