I got it to finally work after much searching.
Previously, I installed the game on my secondary hard drive. However, this time i installed the game to the C Drive.
I used the official offline patcher (v2.0). Link to the official offline patcher: https://support.ubisoft.com/en-gb/Faqs/000016865/Patch-links-and-info-for-ANNO-2070
I extracted and saved the patch tool in this folder: "C:\Program Files (x86)\Steam\steamapps\common\Anno 2070"
Afterwards, I opened command prompt (not power shell) in administrator mode. I changed the current working directory/folder using this command: "cd C:\Program Files (x86)\Steam\steamapps\common\Anno 2070"
Then i ran the Anno2070_Offlinepatcher_2_00.exe through the command prompt. (just type out the file name. Hit Tab twice for autocomplete)
The patch program finally managed to download the needed files. Finally, start Anno by running it from: C:\Program Files (x86)\Steam\steamapps\common\Anno 2070\anno5.exe. (or rename the autopatcher.exe to be able to luanch the game from steam). This seems to stop the boot loop problem and then the activation problem. It is just absurd how much trouble it is to get this game to work, which i bought through steam,
Some older discussion seemed to have a fix but I don't want to go through all of that (because I am not that experienced with those steps I would have to follow and would need a lot of time and tries to do it).
Though even that fix seems to only work if you install the game on the C: drive, but I need it on one of my non-system drives. I reinstalled it multiple times now and I don't understand, that even if Ubisoft linked the game to my UPlay account, I can't install it from UPlay, but have to go through steam.
How unnecessary is that? I bet I wouldn't have problems if I installed it from UPlay directly.
This is my first own Anno game and if a fix isn't found in the next few days/weeks, I think it'll be my last one.
I already had bad experiences with Ubisoft and that would be the last thing I need to say goodbye for good. 30€ down the drain is not insignificant to many.
ich habe Anno 2070 schon seit längerer Zeit und habe mir nun einen neuen PC geleistet. Nach erneuter Installation über meinen Steam-Account bekomme ich nun immer bei Start des Spiels den Hinweis, dass die freigeschalteten Addon´s aktiviert werden müssen und dazu ein Neustart des Spiels notwendig ist. Der Neustart des Spiels erfolgt automatisch, die Nachricht erscheint aber erneut. Dadurch befindet man sich nun in einer Endlosschleife ;-). Das Spiel starte einfach nicht. hat jemand eine Lösung?

If this add on you are trying to install is the Deep Ocean DLC could you please try the following as this was a known issue that caused the game to keep asking players to restart -
Make sure you have installed the latest Uplay game launcher from this link - https://uplay.ubisoft.com/
Completely uninstall the game and all of its DLC's from Steam and Uplay.
Make sure there is no autopatcher.exe file on your system for Anno and delete it.
Reinstall the game.
- Locate the Anno.exe file and right click to bring up the menu
- Select 'properties'
- Select the 'compatibility' tab
- Check the 'Run as Administrator box'
- Click 'Apply' then 'OK'
- Now try launching the game
