In the continous game mode you can set natural disasters to off but only for new games, not games your already playing.

I don't think you can shut them totally off. You can set them to happen rarely but it's always possible for them to happen I think. Also, keeping your ecobalance out of negatives makes them rarely show up.

@OP, whats your eco balance, if you use a combo of Tycoon and Eco technology you should be having positive eco balance and no tornadoes. I have YET to see one.

agreed in tropico 4 i got 3 tornados at once an volcanic eruption and oil spill
