I connected to the internet using my android mobile hotspot app and then tried running Anno and the autopatcher worked perfectly, and I was able to play the game.
Once I connected through my phone for the first time to do the setup I was able to use my regular wifi after that to just play the game, hope this helps!
If somehow one of the process is blocked you won't be able to connect to the server.
I have Comodo firewall, if the application is blocked, just remove all of the Firewall and Application rules for Uplay, Steam and Anno, restart your computer, then try to connect, so it can ask you for new connection rules. If that doesn't work. I suggest you back up all of your files for Steam. Remove Steam, Uplay and Anno using Revo Uninstaller, delete any regestry keys and remaining folders. Restart your computer. Freshly install all of the software.
First Time Launch:
When you are running Uplay and Anno for the first time and your firewall is active. Make sure you pay attention to your firewall, you will have 3 to 4 connection requests just from Uplay and Anno. Last request will come after game started, and your WIndows won't switch to the message window and thus you will miss the last message and connection will be blocked, so switch to the desktop right after you see Ubisoft intro, so you won't miss any message. If you block that last request, its over, everything must be done all over.
Other way is to disable you firewall, but that can cause problems in the future, when you accedantly start the game with your firewall on. So, I recomend train you firewall to recognize and allow access for the game.
I personally couldn't find easier way to fix this issue. If you do please post.
Another way. Downloading the game withoug using Steam.
If you had success running the game with server connected (meaning you have Uplay account and you played the game online) and you can't connect to server anymore, and you tried everything. Remove Uplay, Anno using Revo Uninstaller: remove reg key. Download Uplay from Ubi.com, login in to Uplay with original account, go to 'My Games', you should see Anno 2070 icon and download button. Download the game and hope everything works.
Train your firewall or disable it. This can help some, if you don't want to deal with Steam download. You still will have all of the information regarding your game in Steam including CD-key, and all. If you purchased the game through Steam make sure not to delete your account. Steam will still recognize the game. But it won't be installed in the Steam directory.
Steam has no controll of Anno game whatsoever, it only launches the game, everything is done thourgh Uplay.
Don't add "anywhere on the internet" in comments like this because it raises questions as to how hard you tried - a simple google of "Anno 2070 open ports" yields this as top result:
If you have a router in your home network, please make sure that you have the latest firmware installed for that device. Your router manufacturer should be able to help you complete this update.
In addition, the following ports will need to be open in your router or any firewall software you may be running:

I've tried:
I start it up through Steam, the uPlay client boots up just fine, and I get into the game, but connection to the server is lost. Can't even play with the client set to offline mode. I've tried getting it to work for hours now. Far Cry 3 suffers from the same thing. Got that game on release, as a physical copy, and I still cannot go online with it. I'm on the verge of just giving up altogether.
