yes, complete Edition inlcudes ALL DLC, including the Deep Ocean Add On.
While the "complete DLC pack" only includes all DLC, WITHOUT the Deep Ocean Pack.

So, if you want the game + Deep Ocean + all DLC, you can buy the complete pack.

Oh, from the Description Page of Anno 2070:

Anno 2070® Complete Edition includes the award-winning strategy game Anno 2070®, Anno 2070® Deep Ocean and all downloadable content packs. Also included and delivered via download: the complete Anno 2070 soundtrack, updated Tree of Technologies poster, and 152-page art book.

Hi, I have just bought the complete edition but the DLCs does not seem to be in my libray. In other games I have, DLCs are also tagged as "in library" and I can't buy them again even if I want to. But this time, Steam lets me but the DLCs and they are not tagged as "in library". Do you have the same issue?

Thanks for the answer. I hope you are right :)
Can anyone tell if aything shows in ubplay when you play the game. What I mean is, I already had anno set up using a disc, I then today got the complete pack from steam and installed it, I now have two icons on uplay, I clicked the new one and it started up as usual, there is the same info that has always been there, the game options are the same no new missions. So i started and easy continous game and nothing has changed at all. When I click the dlc stuff it just shows the deep ocean icon but how do I know if that is actualy in the game nothing at all seems to have changed. Kinda starting to think i should have just got the dlc packs from uplay rather than the whole pack from steam. Any ideas would be apreciated as the game is exactly the same as it always has been and I dont know if it is suposed to show anything new on the main mission pages etc etc.

I am trying to fix this uplay crash thing. If I can start the game, I will try to help you :D

Well, cracking the game may have been easier than actually trying to play this game legally. Good work Ubisoft!

Anyway, when I started the game, it downloaded the add-ons and after that, I can see the status of DLCs in the right side of the main menu on top of the video thing. I can't remember the exact name of the button but when I click it, a list comes with the DLCs.

I don't know if this is one of Steams ♥♥♥♥ ups or not, but I am looking at buying Anno now, while it is on sale.

Only thing is that it says that Anno is £5, the complete DLC is £3 and the complete edition is £10.

Why would I buy the complete edition, when it's £3 more than the individual game with the Complete DLC pack?

DLC package does not contain the Deep Ocean.

Was answered in the second posting of this thread, but here you go:
the so called "complete DLC" pack is lacking the Deep Ocean add-on.

so that 1 piece of DLC makes up the £3 differential?

I can live with that.
